The author predicts that if the precedent of downgrading states to Union Territories (UTs) remains unchallenged, future governments could progressively convert India's remaining states into UTs, fundamentally transforming India from a union of states into a unitary state of centrally controlled territories.
"What stops a future government from converting the 28th state into a union territory or splitting it into multiple union territories and then 27th, 25th, 10th, 9th, 8th till we reach a point where article one becomes a nullity. Article one would mean India that is bat shall be a union of states. No, shall be a union of union territories."
